1. SELECTION CRITERIA
  • Feature films with a minimum running time of 70’ and aimed in principle at theatrical release are accepted for examination. These projects must have assumed the form of co-productions between at least two producers from two SEE CINEMA NETWORK member-states. The participation of third co-producers from other countries is not excluded. Proof of the participation of co-producers should be in the form of agreements or at least memorandums between the parties involved in the project. The files submitted must have secured the services of an delegate producer, director and scriptwriter, all three from the Network’s member-states.
  • As they progress the development projects submitted should also assume the final form of a co-production, respecting the general conditions and terms stipulated by the European Convention on Co-productions.
  • It is necessary for applicants to make it clear that should their project become a feature film artistic and technical contributors will come in principle from the Network member-states.
2. EVALUATION CRITERIA

The evaluation of the development projects and the selection of those to be funded will be carried out by the General Meeting of SEE CINEMA NETWORK representatives. The members of the General Meeting’s priorities are as follows:

  • The dynamic presented by the basic dramaturgical idea.
  • The dramaturgical integrity demonstrated by the script.
  • The project’s artistic potential
  • The project’s commercial potential.
  • The recognition that the previous works of the creative team (scriptwriter and director) received by the critics, the public and the festivals.
  • Proof of financing that the production may have secured.
  • The thoroughness of the strategic plan mapped out by the executive producer regarding the management and promotion of the project.
3. PROCEDURE FOR SUBMISSION AND EVALUATION OF THE PROJECTS

The development projects will be submitted and evaluated as follows:

  • Two bound identical copies and one DVD with the contents of the project should be submitted to the representative of the SEE CINEMA NETWORK country of the applicant.
  • The representative of each country collects the candidate projects submitted by his country’s film professionals and proceeds with pre-selection implementing the criteria of the present rules and regulations. The representative may pre-select up to two projects per submission period and may request assistance in the pre-selection process from those representatives of the SEE CINEMA NETWORK countries involved in the project as co-producers.
    Each national representative then sends by e-mail the pre-selected projects to the rest of the representatives. The pre-selected projects must be sent to the rest of the representatives at the definite date that will be announced by the Secretariat.
  • The selection of the projects to be funded takes place on the day of the meeting of the General Assembly, by secret ballot and in the following manner: Each representative expresses himself/herself only with a positive vote, voting for the projects that are the frontrunners in his/her opinion. On the basis of the results of the voting a catalog is drawn up listing the frontrunners in order of number of votes received by each project.
4. CONTENT OF CANDIDATES’ FILES

The candidates’ files should contain the following documentation:

  • Duly filled in application form.
  • Biographical note of the scriptwriter, the director, the producer and the production company.
  • Synopsis (1 page)
  • Treatment (approximately 10-15 pages) .
  • One copy of the complete script.
  • Statement of intent regarding the artistic and commercial dynamic of the project written jointly by the director and the producer.
  • Strategy for managing and marketing the project by the producer (up to 3 pages).
  • Analytical budget of the development project, which will include expenses directly and specifically linked to the project.
  • Summary of the production budget. Breakdown for the co-producers.
  • Any other documentation that may be useful in evaluating the project.

The synopsis and the treatment must be written in English and French. All the other documentation in one of the two official languages of the SEE CINEMA NETWORK.  

5. TYPE OF FUNDING

The funding will have the form of a non-repayable loan, the only obligation being that the name of the Network should appear in the film’s titles and all the printed material, radio and television or other media and all the material accompanying the project or the future work.  

6. AGREEMENT COVERING FUNDING-PAYMENTS
  • The SEE CINEMA NETWORK will draw up an agreement, which will be co-signed by the Network and the beneficiaries. For each project funded, beneficiaries are considered: the scriptwriter, the director and the producer. All three will co-sign and be jointly responsible, jointly answerable and consequently obligated to work together for the success of the project. It is not allowed that these three capacities be represented by just one person. An exception is made in the case of scriptwriter and director who can be the same person.

  • The delegate producer of the project is responsible and answerable to the SEE CINEMA NETWORK for the adherence to the terms and conditions of the agreement.

7. PAYMENT

Payment will be made in three installments, as follows: First installment: 20 days after signature of the agreement (30%) Second installment: After submission by the producer of a report in which he/she describes the manner the project will be administered and marketed and which will be accompanied by documents proving the results obtained during the first 4 months after approval of the funding (30%). Third installment: An amount of 40% will be paid upon the submission to the Network Secretariat of a definite contract for international co-production, involving at least two producers coming from two different member-states of the Network, and after the completion of the first week of shooting.

FOR THE FUNDING OF SHORT FICTION FILM PRODUCTIONS

In the course of its 11th meeting in November 2006 in Thessaloniki, the General Assembly of the South Eastern Europe Cinema Network decided to initiate the development of an activity related to the funding of short film productions.

The development of this activity and its implementation procedure are described in the following rules and regulations:

1. SELECTION CRITERIA
  • Short fiction film productions with a running time not exceeding 15 minutes are accepted for examination.
  • The projects may be exclusively national productions of a SEE CINEMA NETWORK member-state but those structured as international co-productions between two or more NETWORK member-states will be given priority. The minority participation of third co-producers from countries outside the NETWORK is not excluded.
  • The producer, director and scriptwriter must come from the Network’s member-states.
  • Shooting of the projects submitted as candidates for funding may not begin earlier than the date of evaluation of the projects by the General Assembly of the NETWORK.
2. PROJECT SUBMISSION AND EVALUATION PROCEDURE
  • The professionals from the NETWORK member-stages who are interested in participating with their short film projects may submit two identical application files to their country’s Film Centre for the attention of the SEE CINEMA NETWORK representative.
  • The Film Centre and the representative of each NETWORK member-state collects the applications submitted by his country’s professionals and proceeds with pre-selection, applying the criteria of the present rules and regulations. Up to two projects may be pre-selected.
  • Subsequently the representative of each NETWORK member-state sends the pre-selected projects by e-mail to the rest of the NETWORK representatives as well as to the Executive Secretary of the NETWORK (synopsis, script, C.V., director’s notes, application). He also sends to the Executive Secretary by mail a printout of the application files of the projects that were pre-selected for examination, which contains all the documents submitted by the candidate.
  • On the day of the meeting of the members of the General Assembly of the NETWORK and after discussion, six projects will be selected for funding, by secret vote and in the following manner: Each representative can express his preference with only one positive vote when voting for the six finest projects in his opinion.
  • A list of the six projects approved is then compiled on the basis of the results of the vote. The list may include runner-up projects if the members of the General Assembly consider it advisable.
3. EVALUATION CRITERIA

The evaluation of the projects and the selection of those to be funded will be carried out by the General Assembly of SEE CINEMA NETWORK representatives.

  • The members of the General Meeting’s priorities are as follows:
  • The dramaturgical integrity demonstrated by the script.
  • The project’s potential artistic dynamic.
  • The originality and novelty of the project.
  • The recognition that the previous works of the filmmaker received by the critics, the public and the festivals.
  • Proof of financing that the production may have secured.
  • The artistic team involved in the project (actors, composer, etc.)
4. CONTENT OF CANDIDATES’ FILES

Since the official NETWORK languages are English, French and Greek, the documents listed below should be translated at least into the English language.

  • Duly filled in application (on NETWORK form).
  • Biographical notes of the scriptwriter, the director, the producer and filmography of the production company.
  • Synopsis (up to1page)
  • Complete script.
  • Director’s statement of intent.
  • Production budget (preferably analytical).
  • List of artistic team, actors and key crew.
  • Financial plan covering the budget.
  • Any other documentation that may be useful in evaluating the project.
5. TYPE OF FUNDING

Funding of the projects approved is in the form of a non-refundable loan, with the obligation that the name of the Network must appear in the film’s credit titles and all the printed material, radio and television or other media and all the accompanying promotional material of the work. The afore-mentioned obligation does not constitute reciprocation to the NETWORK but it is necessary for reasons of transparency as regards the origin and the sources of the funding of the work as well as for the statistical data.

The amount of the NETWORK’S aid is usually between € 8.000 to € 10.000 per project.

6. AGREEMENT COVERING FUNDING-PAYMENTS
  • For each project funded the SEE CINEMA NETWORK will draw up an agreement with the producer of the work. In the agreement that will be signed the names of the key contributors to the project (the scriptwriter, the director and the producer) cannot be different from the names on the application form. If one of the above key contributors changes, approval of this change must be given by the NETWORK’s next General Assembly.
  • The producer of the project is responsible and answerable to the SEE CINEMA NETWORK for the adherence to the terms and conditions of the agreement.

The NETWORK reserves the right to organize screenings of the films it funds and producers are obligated to loan an exhibition print free of charge to these events organized by the SEE CINEMA NETWORK, either within the framework of various festivals or other cultural events all over the world that aim at promoting and showcasing the cinema of the countries of our region.

7. PAYMENT

Payment of the amount of the funding to the approved projects will be made in three installments, as follows:

First installment: After the first day of shooting which will be verified by the producer of the work, the director and the representative of the producer’s country in SEE CINEMA NETWORK, the 40% of the approved amount will be paid.

Second installment: After shooting is completed and duly verified by the producer, the director and the representative of the producer’s country in SEE CINEMA NETWORK, the 35% of the approved amount will be paid.

Third installment: After the exhibition print of the work on 35mm film is struck with corresponding verification by the laboratory, written notification by the producer, the director and the representative of the producer’s country in SEE CINEMA NETWORK that the work has been completed and a 35mm exhibition print is available, the 25% of the approved amount will be paid.

It is advisable that a DVD of the work is sent to the Executive Secretary of the Network both for archival reasons as well as for the organizing of future events.

8. FUNDING SOURCES FOR "SHORT FILM PRODUCTION" ACTIVITIES

Access to NETWORK project funding is only available to countries that have fulfilled their financial commitments for the year 2011.

Aims

The aim of the fund is to encourage the development of collaborations between film professionals in the member-states of the SEE CINEMA NETWORK. The main goals are to promote and develop the national filmmaking industry of each participating country, to strengthen bilateral and multilateral co-operation among the Network members.
